Bank of Ghana lists 20 unlicensed loan apps – see full list

The Bank of Ghana (BoG) has identified 20 mobile loan applications operating without the required licence or authorisation to provide digital credit services in the country.
The latest notice forms part of the central bank’s ongoing efforts to regulate Ghana's digital lending space and protect consumers from unlicensed loan providers.
According to the BoG, the activities of the identified digital credit service providers contravene the Directive for Digital Credit Service Providers in Ghana, issued in September 2025.

The Bank of Ghana listed the following mobile loan applications as operating without the requisite licence or authorisation:

The BoG said it continues to take steps to sanitise the digital credit sector and prevent entities from providing digital credit services without the necessary regulatory approval.

The central bank also raised concerns about the activities of unlicensed digital credit providers, particularly their potential impact on customer data privacy and consumer protection.
The BoG said the operations of such entities constitute significant violations of customer data privacy, consumer protection requirements and established regulatory standards.
It added that it will continue working with relevant state institutions to identify, investigate and take appropriate enforcement action against unlicensed digital credit service providers.
The Bank of Ghana urged members of the public not to engage with unlicensed loan providers.
Banks, Specialised Deposit-Taking Institutions (SDIs) and Payment Service Providers (PSPs) have also been cautioned against facilitating or processing transactions on behalf of unlicensed loan providers.
The central bank further encouraged anyone who becomes aware of the activities of unlicensed loan providers to report them to the Bank of Ghana.
What consumers should know
Consumers are encouraged to verify whether a digital credit provider has the necessary authorisation before accepting a loan through a mobile application.
Using an unlicensed loan service can expose borrowers to risks involving personal data, consumer protection and regulatory compliance.
The latest notice follows an earlier Bank of Ghana notice on unlicensed Digital Credit Service Providers (DCSPs) as the central bank intensifies efforts to bring Ghana's digital lending sector under proper regulation.
